Deceased Student Enrolment Rule changes

We are adding some additional rules that will prevent enrolments of student records that have been identified as deceased, this is aimed to improve data quality of enrolments.
These records have most likely been matched to Department of Internal Affairs death registrations via our data matching process. If attempting to enrol a record that is deceased, you will receive an error message advising to get in contact with the Ministry.
