You will be paid this allowance if you are a teacher employed in a school identified by the Ministry as requiring additional support for recruitment or retention.

About the allowance
You will be paid a priority teacher supply allowance (PTSA) if you are a teacher employed in a school or kura that we have identified as needing additional support for recruitment or retention.
The rates and conditions differ depending on the collective agreement you are employed under. Check the lists below to see if your school is eligible.
Teachers are not eligible to receive both the priority teacher supply allowance and the staffing incentive allowance.
Eligible schools may be changed by the Ministry of Education as needs change. This won’t happen more than once a year, and only after consultation with employee representatives.

Primary teachers
The allowance applies to teachers employed in priority staffing status schools.
This includes decile 1 and 2 primary schools in the territorial local authorities of Auckland City, Buller, Far North, Gisborne, Grey, Kaipara, Manukau City, North Shore City, Papakura, Rodney, South Waikato, Wairoa, Waitakere, Westland and Whangārei.
This allowance is set out in the Primary Teachers' Collective Agreement.
Clause 3.16.2 – Primary Teachers’ Collective Agreement
Fully certificated
Fully certificated teachers are eligible for an allowance of $1,500 per annum if they are employed:
- at an eligible school
- full Time (1.0 FTTE)
- permanent or long-term relief (2 consecutive terms or more).
Provisionally certificated or subject to confirmation
Teachers who are provisionally certificated or subject to confirmation are eligible for an allowance of $1,000 per annum if they are employed:
- at an eligible school
- full Time (1.0 FTTE)
- permanent or long-term relief (2 consecutive terms or more).

Secondary teachers
This allowance is set out in the Secondary Teachers' Collective Agreement.
Clause 4.13 – Secondary Teachers’ Collective Agreement
The allowance applies to secondary teachers employed in those schools identified by the Secretary for Education as requiring additional support for recruitment and retention.
This includes secondary schools in the territorial local authorities of Buller, Grey, Kaikoura, South Taranaki, South Waikato, Southland, Tararua, Waikato, Westland.
Fully and provisionally certificated teachers are eligible for an allowance of $2,500 per annum (Pro-rated for part-time (0.5+ FTTE) if they are employed:
- at an eligible school
- full or part-time (0.5 + FTTE)
- permanent or long-term relief (2 consecutive terms or more).

*High priority teacher supply status relates principally to secondary schools. However, specialist secondary teachers of technology of Years 7 and 8 students (historically known as manual teachers) are also eligible to receive the allowance where they are employed:
- in a technology host school, or
- at a school or centre that is entitled to receive the priority teacher supply allowance under the Primary Teachers' Collective Agreement, and this school is located in a territorial local authority area where all secondary schools have high priority status.
** Northern Health School became eligible on 18 April 2023 as a result of PPTA and Ministry of Education agreement.
Area school teachers
This allowance is set out in the Area School Teachers' Collective Agreement.
Clause 3.21 – Area School Teachers’ Collective Agreement
The allowance applies to teachers employed in those area schools identified by the Ministry of Education as requiring additional support for recruitment and retention.
This includes teachers employed in:
- schools in the territorial local authorities of Buller, Far North, Gisborne, Southland, Westland
- decile 1 or 2 schools in the territorial local authorities of South Taranaki, South Waikato, Tararua, Waikato.
Fully and provisionally certificated teachers are eligible for an allowance of $2,500 per annum (Pro-rated for part-time (0.5+ FTTE) if they are employed:
- at an eligible school
- full or part-time (0.5 + FTTE)
- permanent or long-term relief (2 consecutive terms or more).
