Priority Teacher Supply Allowance
You will be paid this allowance if you are a teacher employed in a school identified by the Ministry as requiring additional support for recruitment or retention (sometimes called ‘hard to staff’ schools).

To be considered for the Priority Teacher Supply Allowance, you must meet the eligibility criteria and follow the application process outlined on this page.
Update (as of March 2022): The Priority Teacher Supply Allowance is currently under review. As the Ministry has already updated the list of eligible schools for the 2022 year, and while the review is being carried out, updates to the list are closed temporarily. We will update this page with further details later in the 2022 year. We encourage you to check out the Teacher Supply initiatives on the TeachNZ website(external link) for more information on support for teachers and schools in the interim.
Primary Priority Teacher Supply Allowance
This allowance is set out in clause 3.16.2 of the collective agreement.
Clause 3.16.2 – Primary Teachers’ Collective Agreement
You’ll receive an allowance of $1,500 per annum if you work in an eligible school.
If you’re a provisionally registered teacher, you may qualify for an allowance of $1,000 per annum.

The following list of eligible schools may be changed by the Ministry as needs change. This won’t happen more than once a year, and only after consultation with employee representatives. This list has been updated for the 2022 year.

Secondary High Priority Teacher Supply Allowance
This allowance is set out in clause 4.13 of the collective agreement.
Clause 4.13 – Secondary Teachers’ Collective Agreement
If you’re a fully registered, full-time or part-time (0.8 full-time equivalent or more) teacher, you’ll receive an allowance of $2,500 per annum if you work in an eligible school.
If you’re a provisionally registered teacher, you may qualify for an allowance of $1,500 per annum.

The following list of eligible schools may be changed by the Ministry as needs change. This won’t happen more than once a year, and only after consultation with employee representatives. This list has been updated for the 2022 year.

* Eligibility for specialist secondary teachers of technology of years 7 and 8 students (historically known as manual teachers): HPSTA status relates principally to secondary schools. However, specialist secondary teachers of technology of years 7 and 8 students (historically known as manual teachers) are also eligible to receive the HPSTA where they’re employed:
- in a technology host school, or
- at a school or centre that’s entitled to receive the Priority Teacher Supply Allowance under the Primary Teachers' Collective Agreement, and this school is located in a territorial local authority area where all secondary schools have HPSTA status.
Area Schools Priority Teacher Supply Allowance
This allowance is set out in clause 3.21 of the collective agreement.
Clause 3.21 – Area School Teachers’ Collective Agreement
You’ll receive an allowance of $2,500 per annum if you work at an eligible school.
If you’re a provisionally registered teacher, you may qualify for an allowance of $1,500 per annum.
