Update as of February 2023: The Priority Teacher Supply Allowance is currently under review, with any changes subject to Collective Agreement negotiations. As the Ministry has already updated the list of eligible schools for the 2023 year, and while the review is being carried out, updates to the list are closed temporarily. We will update this page with further details later in the 2023 year. We encourage you to check out the Teacher Supply initiatives on the TeachNZ website(external link) for more information on support for teachers and schools in the interim.
You’ll be paid a Priority Teacher Supply Allowance if you’re a teacher employed in a school/kura that the Ministry has identified as needing additional support for recruitment or retention.
The rates and conditions differ depending on the collective agreement you are employed under. Check the lists below to see if your school is eligible.
Teachers are not eligible to receive both the Priority Teacher Supply Allowance and the Staffing Incentive Allowance.
Eligible schools may be changed by the Ministry of Education as needs change. This won’t happen more than once a year, and only after consultation with employee representatives. These lists have been updated for 2023.
Eligibility and Allowance Conditions - at a glance
The PTSA provision shall apply to teachers employed in Priority Staffing Status schools. This includes decile 1 and 2 primary schools in the following Territorial Local Authorities: Auckland City, Buller, Far North, Gisborne, Grey, Kaipara, Manukau City, North Shore City, Papakura, Rodney, South Waikato, Wairoa, Waitakere, Westland, and Whangārei.

* HPSTA status relates principally to secondary schools. However, specialist secondary teachers of technology of years 7 and 8 students (historically known as manual teachers) are also eligible to receive the HPSTA where they’re employed:
in a technology host school, or
at a school or centre that’s entitled to receive the Priority Teacher Supply Allowance under the Primary Teachers' Collective Agreement, and this school is located in a territorial local authority area where all secondary schools have HPSTA status.
