Background

The librarians and library assistants' and science technicians' pay equity claims were settled on 6 March 2023 and are effective from 23 November 2022.

With the automatic point-to-point translation of these pay equity settlements, the majority of librarians and library assistants and science technician roles will be translated to the correct grade under the work matrix. However, on occasion the translation to the new grading structure will not align with the skills, responsibilities and demands of covered employees as recognised in the new work matrices.

To determine if an employee’s role is eligible to be regraded, you will need to:

  • review the work the employee was doing prior to 23 November 2022
  • discuss the outcomes of this review with the affected staff member
  • agree with the staff member what the new grade and step should be.

If it is agreed that they should be translated to a higher grade than the automatic point-to-point translation, you can apply for pay equity regrade funding to cover this cost.

Regrade funding payments

Pay equity regrade funding is not provided as an automatic entitlement and all applications will be assessed by the pay equity regrade review group.

Funding will be provided to approved and partially approved applications on an ongoing basis. Applications may be partially approved, for example, where an application was to regrade an individual from grade B to grade D and the regrade was only approved to grade C.

All approved and partially approved pay equity regrade applications will receive funding no later than 1 July 2024. In some cases, there will be no additional regrade funding because the rate difference will be included in settlement funding (see case study 3).

Regrade funding for hours worked in 2022 and 2023 will be included in the quarterly operational grant instalment on 1 July 2024. Ongoing funding for approved and partially approved applications will be paid annually on 1 July from 2024 as part of your operational grant instalment for the confirmed hours the employee worked in the previous year.

The amount a school or kura will receive to cover the costs of regrading is calculated as follows:

The calculation is based on the total confirmed hours worked in a given year. That is, payments are not made on estimated hours.

Case studies of regrade funding calculations

The following case studies are intended to describe common scenarios that will apply to approved and partially approved pay equity regrade applications.

The support staff in schools’ pay rates are used in these case studies.

Sam: Grade B, step 1 – regrade to grade C, step 1

  • Prior to the librarians and library assistants’ pay equity claim settlement, Sam was on grade B, step 1 at $22.75 per hour.
  • Following the pay equity claim settlement, his grade was automatically translated to grade B, step 1 at $28.08 per hour.
  • Sam has also been approved for regrade funding to grade C, step 1 at $36.11 per hour, which was effective from 23 November 2022.

This funding will be made up of 2 components: regrade funding and settlement funding.

Eva: Grade C, step 3 – regrade to grade C, step 1

  • Prior to the librarians and library assistants’ pay equity claim settlement, Eva was on grade C, step 3 at $23.69 per hour (excl. SALLO).
  • Following the pay equity claim settlement, her grade will be automatically translated to grade B, step 3 at $29.84 per hour.
  • Eva has also been approved for regrade funding to grade C, step 1 at $36.11 per hour, which was effective from 23 November 2022.

Tom: Grade C, step 7 – regrade to grade 3, step 1

  • Prior to the science technicians’ pay equity claim settlement, Tom was on grade C, step 7 at $27.17 per hour.
  • Following the pay equity claim settlement, his grade will be automatically translated to grade 2, step 8 at $35.35 per hour.
  • Tom has also been approved for regrade funding to grade 3, step 1 at $37.11 per hour, which was effective from 23 November 2022.
