The Administration support staff and Kaiārahi i te reo pay equity claims were settled on 4 July 2022, and are effective from 20 August 2021.
With the automatic point-to-point translation of these pay equity settlements, the majority of administration support staff and kaiārahi i te reo roles will be translated to the correct grade under the work matrix. However, on occasion the translation to the new grading structure will not align with the skills, responsibilities and demands of administration support staff and kaiārahi i te reo roles as recognised in the new work matrices.
To determine if an employee’s role needs to be regraded you will need to:
- review the work the employee was doing prior to 4 July 2022;
- discuss the outcomes of this review with the affected staff member; and
- agree with the staff member what the new grade and step should be.
If it is agreed that they should be translated to a higher grade than the automatic point-to-point translation, you can apply for Pay Equity Regrade Funding to cover this cost.

Pay Equity Regrade Funding payments to schools
Pay Equity Regrade Funding is not provided as an automatic entitlement and all applications will be assessed by the Pay Equity Regrade Review Group. Funding will be provided to approved and partially approved applications on an ongoing basis. Applications may be partially approved, e.g. where an application was to regrade an individual from Grade 2 to Grade 4 and the regrade was only approved to Grade 3.
All approved and partially approved pay equity regrade applications will receive funding no later than 1 July 2023. In some cases, there will be no additional regrade funding because the rate difference will be included in settlement funding (see Case Study 2). Regrade funding for hours worked in 2022 will be included in the quarterly operational grant instalment on 1 July 2023. Ongoing funding for approved and partially approved applications will be paid annually on 1 April from 2024 as part of your operational grant instalment for the confirmed hours the employee worked in the previous year.

The amount a school will receive to cover the costs of regrading is calculated as follows:
The calculation will be based on the total confirmed hours worked in a given year i.e., payments will not be made on estimated hours.
Examples of how Pay Equity Regrade Funding will be calculated
The following case studies are intended to describe common scenarios that will apply to approved and partially approved pay equity regrade applications. Please note, the Support Staff in Schools’ pay rates are used in these case studies.
Case studies
Case Study 1
John | Grade B, Step 1 >> Regraded to Grade 3.
Prior to the Administration Support Staff Pay Equity Claim Settlement, John was on Grade B, step 1 at $21.78 per hour. Following the pay equity claim settlement, his grade will be automatically translated to Grade 2, step 2 at $24.38 per hour. John has also been approved for pay equity regrade funding to Grade 3 at $26.64 per hour, which was effective from 20 August 2021.
The Ministry will provide additional funding for the difference between John’s current pay rate of $21.78 and his approved regrade rate of $26.64. This funding will be made up of two components, pay equity regrade funding and settlement funding.
Regrade funding will be calculated for John as follows:

Case Study 2
Hazel | Grade B, Step 2 >> Regraded to Grade 3.
Prior to the Administration Support Staff Pay Equity Claim Settlement, Hazel was on Grade B, Step 2 at $21.95 per hour. Following the pay equity claim settlement, her grade will be automatically translated to Grade 2, Step 4 at $26.01 per hour. Hazel has also been approved for pay equity regrade funding to Grade 3 at $26.64 per hour, which was effective from 20 August 2021.
The Ministry will provide additional funding for the difference between Hazel’s current pay rate of $21.95 and her approved regrade rate of $26.64.
As there is no rate difference between grade B step 2 and grade C step 2, in this case settlement funding will be calculated as shown below:
Case Study 3
Susan | Step 2 >> Regraded to Grade 2.
Prior to the Kaiārahi i te Reo Pay Equity Claim Settlement, Susan was on Step 2 at $21.97 per hour. Following the pay equity claim settlement, her grade will be automatically translated to Grade 1, Step 3 at $39.44 per hour. Susan has also been approved for pay equity regrade funding to Grade 2 at $43.19 per hour, which was effective from 20 August 2021.
The Ministry will provide additional funding for the difference between Susan’s current pay rate of $21.97 and her approved regrade rate of $43.19. This funding will be made up of two components, pay equity regrade funding and settlement funding.
