The rights and responsibilities specified in an employment agreement must be adhered to. Most teachers employed by one of the 33 kindergarten associations will be covered either by the Kindergarten Teachers, Head Teachers and Senior Teachers' Collective Agreement (KTCA), or the Individual Employment Agreement (IEA).

Who's covered by the KTCA

You're covered by the Kindergarten Teachers, Head Teachers and Senior Teachers’ Collective Agreement (KTCA) if:

  • your work is covered by this agreement, and
  • you’re a member of the kindergarten teachers’ union, the New Zealand Educational Institute Te Riu Roa (NZEI Te Riu Roa).

Clause 1.3 - Kindergarten Teachers' Collective Agreement

Who’s covered by the individual employment agreement (IEA)

You need to sign an IEA if:

  • your work is covered by this agreement, but
  • you are not a member of the NZEI Te Riu Roa.

The terms and conditions of employment of the IEA are similar to those of the Kindergarten Teachers, Head Teachers and Senior Teachers' Collective Agreement with all the necessary modifications applicable to an IEA for this group of employees.

Your IEA will be Ministry-promulgated, which means the Ministry of Education develops and approves the IEA. The terms and conditions of your work are similar to the collective agreement.

The effective date for this IEA is from the date of signing, which can be no earlier than the date of promulgation, 19 May 2023.
