This is the new version of the licensing criterion and associated guidance.
Criterion PF308#
There are safe and comfortable spaces in any ECE activity room for infants, toddlers, or children not walking to lie, roll creep, crawl pull themselves up, learn to walk, and to be protected from more mobile children. This does not prohibit infants and toddlers from moving throughout the premises learning alongside older children.

How to show you are complying#
Infants, toddlers, and non-walking children need safe, comfortable spaces to move, explore, and develop skills like crawling and walking. When sharing areas with older children, the space should protect them while still allowing them to join in, learn, and feel part of the group.
This can be achieved by creating clearly defined zones using soft surfaces, low barriers, or visual cues. Whether these areas are separate or integrated will depend on your centre’s layout, curriculum, and philosophy. What matters most is that you can demonstrate how your space supports safe exploration and movement for children under the age of two and those less mobile.
