Consultation on the Export Education Levy (EEL) 2019

The EEL is collected from all providers who enrol international students. We’re consulting on proposals to make it fairer and more sustainable over the long term. Consultation closes on Tuesday 25 June 2019 at 5pm.

Some of the things the export education levy pays for are:

  • student wellbeing funding
  • promotion and marketing
  • dispute resolution
  • quality assurance
  • reimbursements for international students affected by programme and provider closures when they are not transferred to another provider.

Proposals for changing the EEL

The current levies don’t align well with the International Education Strategy as they do not incentivise or reward quality education provision and responsible behaviour by providers and their owners.

We are considering further changes such as risk related premiums to improve the fairness of the EEL rates and to ensure the long-term sustainability of the account.
