ECE Funding Subsidy#
The ECE Funding Subsidy is the primary form of government funding for licensed ECE services.
The ECE Funding Subsidy contributes to services’ operating costs by paying for part of each hour each child spends in ECE, to a maximum of 6 hours per child-place per day, 30 hours per child-place per week or 7 days.
The ECE Funding Subsidy is paid 3 times a year – in March, July, and November.
Further information can be found in chapter 3 of the ECE Funding Handbook.
20 hours ECE #
20 Hours ECE affects the way a service receives funding for 3-, 4- and 5-year-olds and the fees that can be charged for some children.
You cannot charge an extra fee for an enrolled child who is receiving 20 Hours ECE. Fees can be charged for additional hours of enrolment outside of 20 Hours ECE.
Usual enrolment fees or waiting list fees can be charged for children who will be using 20 Hours ECE at your ECE service. These fees must apply to all children, not just those receiving 20 Hours ECE. You must also ensure that these fees do not prevent children from accessing 20 Hours ECE.
Parents can be asked to pay optional charges for hours claimed as 20 Hours ECE. Donations may also be requested.
There are different kinds of early childhood administration software available to assist with the management of fees, subsidies and so on. These can be purchased from individual private companies.
Further information can be found in chapter 4 of the ECE Funding Handbook.
Plus 10 ECE#
Plus 10 ECE describes the remaining 10 hours of funding a service can claim for each child in addition to the 20 Hours ECE hours. It is the difference between 30 hours ECE Subsidy funding and the 20 Hours ECE hours.
Equity funding#
Equity funding provides additional educational resources to targeted communities to help improve access to early childhood education.
Equity funding is available to all licensed ECE services that meet certain criteria.
Equity funding is paid three times a year, along with the ECE Funding Subsidy.
Further information can be found in chapter 10 of the ECE Funding Handbook.
Annual top-up for Isolated Services (ATIS)#
This is targeted funding to services that have a limited capacity to generate Funding Child Hours due to isolation.
