Waha Rumaki/PITA Return#

The Waha Rumaki allowance and Pacific Immersion Teachers’ Allowance (PITA) support certificated teachers to carry out their work in immersion and bilingual education and care services.

The Waha Rumaki/PITA Return is available to:

  • Puna Reo
  • Reo Rua education and care
  • Leo o Fanau Moana immersion
  • Leo o Fanau Moana bilingual.

The allowance recognises certificated teachers in these services that meet the funding conditions outlined in Chapter 5.

Eligible education and care services#

The licensed education and care services eligible to submit a Waha Rumaki/PITA Return to receive Waha Rumaki or PITA allowance are:

  • Puna Reo
  • Reo Rua education and care
  • Leo o Fanau Moana immersion
  • Leo o Fanau Moana bilingual.

Collection of Waha Rumaki/PITA Return information as a condition of funding#

It is a condition of funding that every service provider of a licensed Puna Reo, Reo Rua education and care, Leo o Fanau Moana immersion or Leo o Fanau Moana bilingual early childhood service must provide the information listed in this chapter to the Ministry of Education, at the frequency specified, through the ELI system or any alternative method the service provider is authorised by the Ministry to use.

To meet the requirements of Information Privacy Principle 3A, the Ministry requires service providers to ensure that teachers are informed about what information is collected, why it is collected, how it is used, and who it is shared with.

This ensures transparency in the handling of personal information.

This information is required to enable the Secretary for Education or the Minister of Education to exercise their powers or carry out their responsibilities under the Act and is collected and used in accordance with the Privacy Act 2020.

Services who do not provide this information to the Ministry through the ELI system or an approved alternative method may have their funding withheld in part or in full.

Funding payments will continue once complete and accurate Waha Rumaki/PITA Return data is submitted.

Use of information collected#

Waha Rumaki/PITA Return data is used for the purposes of providing the Waha Rumaki allowance and PITA to certificated kaiako employed at eligible licensed early childhood services.

Minimum submission frequency#

Eligible licensed early childhood services must submit Waha Rumaki/PITA Return information monthly to receive the Waha Rumaki allowance or PITA. The collection date is notified by the Ministry.

Attestation#

To receive the Waha Rumaki or PITA, eligible licensed early childhood services must attest to the funding conditions outlined in Chapter 5.

Chapter 5

Waha Rumaki/PITA Return service information collected#

The following Waha Rumaki/PITA Return service information must be collected and sent to the Ministry by eligible licensed services:

  • applicant name
  • designation
  • email address
  • date of application.

Waha Rumaki/PITA Return teacher information collected#

The following Waha Rumaki/PITA Return teacher information must be collected and sent to the Ministry by eligible licensed services:

  • certificated teacher initials
  • employment start date
  • employment end date
  • Teaching Council registration number
  • Teaching Council practicing certificate expiry date
  • years of applicable experience (in Māori or Pacific immersion or bilingual environment within New Zealand)
  • hours of work per year
  • full time equivalent (FTE).

Information sharing#

Information collected in the Waha Rumaki/PITA Return is only shared by the Ministry, where permitted under the Privacy Act, or other primary legislation, to meet an agreed purpose, such as with the Teaching Council for the purpose of teacher registration status verification.
