Capital Works Forward Pipeline#
The Capital Works Forward Pipeline is our pipeline of property projects.
It covers the majority of opportunities with a total contract value of $100,000 and above. It provides indicative procurement timelines. Infrastructure suppliers (main contractors and consultants) can use it to prepare for upcoming Ministry-led tender opportunities.

Delivery approach#
Our delivery approach for Budget 25 will increase the use of offsite manufactured building (OMB) solutions.
The benefits of offsite manufacturing as a delivery method include:
- economic – repeatability, production pipeline, and good supplier relationships
- effectivity – reliable timeframes and products
- equitable outcomes – across the network
- efficiency – delivery and production are controlled and consistent
- risk reduction – shorter time on-site, quality standards, lower maintenance demands.
Our traditional main contractors and suppliers will continue to be involved in upcoming opportunities. We are committed to working together in partnership to achieve long-term objectives as School Property transitions to the planned Crown entity, NZ School Property Agency in 2026.
Supplier panels#
To make the procurement process more efficient, we have established panels of pre-approved suppliers for some commonly requested works and services.

Current tenders#
Open tenders for school property projects are advertised on the Government Electronic Tender Service (GETS).
Visit the GETS website for current education project tenders and our Notices of Intent.
Standardising school property #
We are standardising school property. In scope are standard buildings, layouts, and materials and systems.
We are making a list of pre-approved building systems and materials for all school property projects. We will set up commercial opportunities to work with suppliers to deliver affordable, quality solutions that are easy to maintain.
These commercial opportunities for manufacturers and suppliers will be shared through GETS and Infrastructure News. The expected timeframe for approaching the market is early 2026.
