
The Bill’s key proposals include:
- establishing the New Zealand School Property Agency, responsible for planning, building, maintaining, and administering the school property portfolio
- transferring functions for private schools and school hostels from the Ministry of Education to the Education Review Office (ERO)
- strengthening the system’s response when ERO identifies a school of ‘serious concern’
- improving teaching workforce regulation and the administration of the Teaching Council of Aotearoa New Zealand
- strengthening curriculum settings
- updating provisions for attendance exemptions
- enabling the Minister to mandate participation in education system monitoring studies such as PISA
- allowing New Zealand Qualifications Authority to include micro-credentials in reporting requirements
- supporting the next stage of the charter school model.
