Consultation: Enrolling international fee-paying students under Year 9

The New Zealand International Education Strategy 2018-2030 envisages a “thriving and globally connected New Zealand through world-class education” and prior to the COVID-19 pandemic, shifts in policies and settings were already starting to achieve the key goals of the International Education Strategy.  The Government remains committed to a quality education system for international students.    

International education within the schooling sector has delivered a wide range of social, cultural, and economic benefits to New Zealand in recent decades, however, there is a perception the sector has some issues with fee-paying students under Year 9, and the Minister of Education has requested a review of the policy settings with possible restrictions.     

Given the pandemic and the enforced closure of our borders, it is timely to reconsider international enrolment policy settings before the international borders fully reopen.  

To provide the Minister with sector informed advice and options about the change in policy settings for the enrolment of international fee-paying students under Year 9, we are seeking public feedback on the proposed changes.     

Your feedback will help shape advice and options the Minister will consider.     

International students currently enrolled in primary and intermediate schools will not be affected by this consultation or the decisions the Minister may make.
