About this consultation#

Funding determinations are instructions from the Minister for Tertiary Education to the Tertiary Education Commission (TEC) on how TEC should set funding conditions. 

Funding determinations are secondary legislation created under section 419 of the Education and Training Act 2020.

Proposed changes#

Most of the changes are minor or technical. The affected funding determinations are:

• Adult and Community Education
• delivery at Levels 1 and 2 on the New Zealand Qualifications and Credentials Framework
• delivery at Levels 3 to 7 (non-degree) on the New Zealand Qualifications and Credentials Framework and all industry training
• delivery at Level 7 (degree) and above on the New Zealand Qualifications and Credentials Framework
• Literacy and Numeracy Provision
• Performance Based Research Fund.

New funding determination#

We are also introducing the new funding determination, the Tertiary Research Excellence Fund (TREF). This will be a more streamlined and cost-effective research fund, eventually replacing the Performance Based Research Fund. 

We welcome feedback on the TREF.

When changes will happen#

The Minister for Tertiary Education will consider feedback from affected organisations before making a decision about the proposed changes. Any changes that are made will come into effect on 1 January 2027.
