Response
We recommend approving a grandparenting provision to the amendment for Ormiston Junior College to ensure siblings can continue attending the same school, keeping families together. We are also proposing that the reduction of Ormiston Senior College home zone does not occur. Instead, there will be an overlap with Tangaroa College, allowing families choice and ensures that current Year 10 student can pathway to Ormiston Senior College. This overlap will be reviewed annually.
The effect on house prices for parents who bought with the intention of sending their child to Ormiston Junior and Senior College.
Response
The proposal is part of a greater response plan to manage growth across the whole catchment. The proposed changes are aimed at reducing the risk of overcrowding, distributing students and our focus is on ensuring every student has a reasonably convenient school that they can attend. While we acknowledge that zoning changes can feel significant at an individual level, the Act does not allow zoning decisions to be made based on individual property values, personal financial circumstances, or subjective perceptions of loss. Instead, decisions must be considered in the broader context of managing the wider schooling network.
Response
All state secondary schools are required to deliver the New Zealand Curriculum and operate within a consistent national framework for quality assurance, governance, and accountability. Decisions are therefore informed by network management considerations, roll pressures, and long-term sustainability The Ministry of Education strongly supports all schools in their ability to provide high-quality education for learners. An enrolment overlap has been introduced to provide choice for senior secondary students. This arrangement will be closely monitored and, as part of the Ministry's response to future population change, may be reviewed or removed if required.

In response to the consultation and further analysis the proposed amendment to the home zone of Ormiston Senior College has not been approved, at this time. However, to future proof this catchment and to provide for future senior secondary growth we do recommend that the extension of the Tangaroa College home zone is approved. This will create a shared (overlapping) zone with Ormiston Senior College. Overlapping zones are a recognised network management tool and allow families greater choice, while still enabling enrolment growth to be managed through longer-term network adjustments. We will monitor the impact of this annually -the removal of this overlap may occur in the future, and we will work with the Boards of both schools to ensure that this is communicated with their communities
Response
Traffic is the responsibility of Auckland Transport. We will continue to work with Auckland Transport over the need for safer pedestrian crossings. We will also be working with the Establishment Board as it develops a School Travel Plan.

The Education and Training Act 2020 states "The home zone must be drawn in such a way that every student can attend a reasonably convenient school". This Individual travel mode choices (walking, driving, public transport) are the responsibility of families and are not mandated or endorsed by the Ministrymay not always be the "closest" school.

When developing an enrolment scheme home zone, the focus is to ensure every student has a reasonably convenient school to attend. The proposed zone changes are to ensure that there is no risk of overcrowding at any school within the network. Chapel Downs Junior College will be a brand new learning environment for students.
Chapel Down Junior College#
Starting at the corner of Ormiston Road and Te Irirangi Drive, the zone travels south down Te Irirangi Drive then south on Hollyford Drive, only including odd numbered addresses/the eastern side of both roads. The zone turns east into Redoubt Road, only including even-numbered addresses/the northern/western side of the road (167- 231 Redoubt Road are also in-zone).
After 596 Redoubt Road, the zone travels west across country to Murphys Park Drive, north along Kōura Road, east along Karamū Street, and south along Ngā Pona Toru Road (both sides of all roads included) back to Murphys Park Drive (only south of the roads included). The zone travels to the intersection with Murphys Road, then west overland to the end of Bushfield Drive. It travels west down Bushfield Drive, then north and west up Tannaghmore Drive, Gurtin Road, Cloonlyon Drive, Drumaness Road, and north into Downpatrick Drive. At the intersection, the zone travels west down Castlebane Drive, only including even addresses/the south side of the road. To the east, even Castlebane Drive addresses down to and including 34 and all Bunbeg Crescent addresses are in-zone.
