Overview#

We have approved the establishment of a new state co-educational Years 7–10 junior college in Flat Bush.

Flat Bush and the wider Sir Edmund Hillary–Tangaroa catchments, both identified in the National Education Growth Plan 2030 (NEGP), are experiencing significant residential development.

Around 2,500 new homes are expected by 2029, generating an estimated 800 additional Year 7–10 students.

The neighbouring Ormiston–Mission Heights area has already absorbed 1,048 extra Year 7–10 students since 2018.

Local junior colleges are currently using temporary classrooms, which will not be enough to meet future demand.

About the new school#

The new junior college is under construction at the Chapel Downs Primary School site. It is located at 170 Dawson Road, Flat Bush.

Construction began in Term 4, 2025.

An Establishment Board is in place.

The school is expected to open in Term 1, 2027.

Why an enrolment scheme is needed#

Enrolment schemes help to:

• prevent overcrowding
• ensure fair and transparent enrolment processes
• support the best use of the existing local school network.

The new school requires its own zone, so the enrolment zones of neighbouring schools will need to change.

Key changes in this proposal include:

• development of the enrolment scheme for the new Chapel Downs Junior College
• amendment of Ormiston Junior College home zone
• amendment of Ormiston Senior College home zone
• amendment of Tangaroa College home zone
• no changes to the home zones for Alfriston School, Alfriston College and Redoubt North School but some overlap with the proposed Chapel Downs Junior College zone.
