What are operating standards and procedures#
Practice standards and operational standards and procedures (OSPs) can be used interchangeably. Both relate to the delivery of how the RTLB service will be expected to operate.
They set the following:
- operating standards – service levels which the RTLB service must achieve and maintain
- procedures – protocols, steps and processes required to deliver the service.
The OSPs do not set or amend practice standards (for example, He Pikorua) or specify how practice decisions are made locally. All OSPs are minimum operating process requirements where there is a need for consistency and alignment.

Operating model for RTLB#
Below are definitions for each area in the RTLB service.
Operating standards and procedures #
Operating standards are mandated rules that confirm the level of service access, timelines and quality of service that must be achieved. They are clear, measurable expectations on performance and outcomes, and require consistency across the service to understand performance.
Operating procedures are mandated detailed step by step instructions that specify how a service will carry out particular tasks, processes or actions. Procedures promote efficiency are repeatable and are compliant with practice and operating standards. They reduce variability and risk by standardising how services are delivered.
Funding agreement #
This is a formal contract between the Ministry of Education and lead school board to deliver the RTLB service. Its purpose is to set out services to be provided, outcomes, expected funding and reporting expectations. The funding agreement is a legally binding contract and is nationally mandated.
Areas not included in the OSPs#
Practice standards
Practice standards are guiding principles that confirm professional expectations for conduct, decision-making and how to deliver a service across different situations. Practice standards provide consistency, quality, safety, integrity and accountability in professional performance.
Practice
Practice is how services apply standards and procedures using professional judgment and is applied locally and shaped by the unique context and characteristics of each community, while maintaining commitment to Ministry expectations. The delivery of service is done in ways that is relevant, culturally appropriate and is effective for specific communities and groups in alignment with the OSPs.
