Governance#
Lead school board or kura board
Responsibilities
Tasks and duties in the role:
- Responds to performance issues in a timely and effective manner, providing visibility to the Ministry on any risks, issues, or concerns, including what action has been taken.
- Collect evidence and data in alignment with the funding agreement requirements.
Accountabilities
- Employer of the RTLB service within their cluster.
- Governance of the RTLB service on behalf of all schools and kura in their cluster.
- Compliance with funding agreement requirements and the operating standards and procedures.
Lead school principal
Responsibilities
Tasks and duties in the role:
- Actively supports RTLB staff and holds them accountable for performance and development.
- Provides suitable working environments for RTLB that meets property and health and safety guidelines.
- Maintains relationships with other principals within their cluster at an agreed frequency, to regularly address opportunities and challenges.
- Any other appropriate responsibilities that are delegated by the lead school board within any delegation agreement.
Accountabilities
- Manage accurate financial records of the RTLB. This includes ensuring funding is allocated in line with the funding agreement.
- Leads strategic planning and annual reporting to the lead school board, cluster schools or kura.
- Maintains RTLB alignment with the funding agreement, national education priorities, and operating standards and procedures.
Cluster manager
Responsibilities
Tasks and duties in the role:
- Leads annual service planning and review cycles for the RTLB service.
- Drives continuous improvement aligned with funding agreement and national priorities.
- Collaborates with principals, practice leaders, RTLB, and communities to develop strategic and annual plans.
- Supports the recruitment, exit, induction and professional growth cycle of RTLB staff.
- Maintain professional relationships with cluster manager colleagues, other learning support specialists, the Ministry of Education, community organisations, and sector groups.
- Any other appropriate responsibilities that are delegated by the lead school principal within any delegation agreement.
Accountabilities
- Manages the RTLB service funding, staffing, resources and accurate financial records to support service delivery in partnership with the lead school principal.
- Accountable for making sure RTLB input all required data in the RTLB database to be able to prepare reports on presenting outcomes data for lead school boards, cluster schools, and funding agreement requirements.
- Builds specialist capability across the RTLB workforce to support diverse learner needs.
Practice leader
Responsibilities
Tasks and duties in the role:
- Support RTLB practice delivery to align with relevant national standards.
- Responsible for the timely and quality provision of professional supervision, mentoring, induction, and ongoing development to build a capable and culturally competent RTLB workforce.
- Maintains quality of data entry by RTLB to build evidence on learner outcomes and quality reporting.
- Maintains regular engagement and communications with RTLB, cluster schools or kura, and key sector agencies in the wider community.
Interactions with the RTLB service#
The following roles have an ongoing connection to the RTLB service.
Cluster school principal or delegated authority#
- Works in partnership with the RTLB service and other Ministry learning support specialists to support learner needs as required (for example, providing advice on current school needs, data or contributing to the collaborative plan and so on).
- Provide information to the cluster to inform the development of annual and strategic reporting requirements (for example, current cluster school data, needs and outcomes).
Cluster schoolteacher | kaiako#
- Provides the RTLB with information at every level - learner, class, cohort, and school.
- Works in partnership with LSCs, SENCOs and RTLB to share contextual knowledge of the learner, ensure collaborative plans are practical and work within the classroom environment.
- Actively contribute to the co-design and implementation of collaborative plans into everyday teaching and learning practice.
- Monitor and reflect on the effectiveness of strategies providing feedback to the team for ongoing responsiveness and improvement.
Learning Support Coordinators (LSCs)#
The RTLB service works with LSCs to:
- actively support whānau to have their perspectives heard and meaningfully represented
- facilitate shared understanding of the learning support pathway, including clear guidance on who to contact for further support
- identify and connect learners with appropriate services and resources that enhance their educational progress
- attend transition hui alongside EIS practitioners and whānau to gain a comprehensive understanding of learner needs
- contribute to the development of ongoing transition support aligned to national practice standards
- provide opportunities to feedback at case closure once collaborative goals have been met, ensuring documentation reflects outcomes and supports continuous improvement.
Ministry learning support specialists#
RTLB will work in partnership with the following roles as and when required to provide additional support for learners
Ministry learning support service managers#
The RTLB service works with service managers to:
- collaborate in supporting a seamless transition and continuity of the RTLB service
- agree local working arrangements between Ministry learning support specialists to support integrated services for schools
- provide necessary support around relevant national practice standards as required.
Early Intervention Teacher (EIT)#
The RTLB service will partner with EIT to provide a seamless service to learners in Years 0 and 1 alongside other school services.
