What is the RTLB service#
RTLB are trained specialist teachers who work with schools and kura so they are able to meet a broad range of learning, wellbeing, and behaviour related needs. The RTLB service is designed to be well connected to schools to make it easier to respond to local needs.
RTLB work with schools and students in a variety of ways. They may work with:
- individual students and their whānau | families
- groups of students
- individual teachers, early intervention specialists, learning support coordinators (LSCs) or special education needs coordinators (SENCOs)
- a whole school or groups of schools.
RTLB operating standards and procedures#
RTLB are now required to comply with the new national operating standards and procedures as part of the RTLB funding agreement.
The operating standard and procedures provide clear expectations for all roles within the RTLB service and how they will work with schools and other learning support specialists.

How the RTLB service is run#
In each cluster, a lead school manages the service on behalf of all schools in the cluster. The lead school's board is responsible for governing and managing the cluster. They employ the RTLB and cluster manager and manage cluster funds.
RTLB are itinerant but they may be physically located in a lead school or a host school within the cluster.

He Pikorua is the practice framework for the Ministry of Education and RTLB learning support practitioners.
