International Education Going for Growth Plan#
The International Education Going for Growth Plan, launched in July 2025, outlines the Government’s actions to double the value of international education from $3.6 billion in 2024 to $7.2b by 2034.
International education was identified as a key contributor to the Government’s Going for Growth approach to grow New Zealand’s economy.
The plan is centred around marketing activity by Education New Zealand and also sets out short-, medium- and long-term actions to grow the international education sector and make New Zealand the destination of choice for international students.

The International Education Going for Growth Plan is the Government’s focus for international education. The plan also includes an action to deliver a government policy statement. We expect the government policy statement to replace the International Education Strategy, subject to further government decisions.
The International Education Strategy#
The New Zealand International Education Strategy 2022-2030 was launched by the previous Government and Minister of Education on 16 August 2022. It was a refresh of the 2018 strategy. It took account of the disruption caused by COVID-19 and what needed to happen to get back on track and move towards more economically sustainable and high-value international education into the future.
