The terms of reference set out the process to be followed, the guidelines for the panel in assessing its recommendations, the parties involved, and the timeline.

The terms of reference also set out the matters to be examined by the panel, noting that some matters have now been settled. These latter matters will be taken into consideration by the panel but are outside those which will form part of its recommendation.

As per all arbitration proceedings, no party will comment between now and when the panel makes its final recommendation.
