Overview#
As part of regular monitoring, we have identified that the enrolment scheme for Summerland Primary School needs amending.
We are proposing an amended enrolment scheme to include the unzoned parcels of land on Metcalfe Road.
We are also proposing to amend the home zone of Summerland Primary School zone to include an ‘overlap’ or ‘shared area’ between Summerland Primary School and Swanson School zones around the Babich Road area.
The focus is on ensuring every student has a reasonably convenient school that they can attend. Safety of students and teachers is our priority.
Any student currently enrolled at Summerland Primary School and Swanson School will not be impacted by this proposed change to the enrolment scheme.
Proposed changes#
New home zone boundaries#
All residential addresses within included sides of boundary roads and all no-exit roads off included sides of boundary roads are included in the zone unless otherwise stated.
Start at the intersection of Simpson Road and Metcalfe Road, travel northeast along the centre of Metcalfe Road to the railway line. It includes even-numbered addresses 140 to 236.
Follow the railway line east until Waitemata Park.
Cross Waitemata Park to 92 Swanson Road.
Travel southeast along Swanson Road (even-numbered addresses 42 to 92 included) to Sturges Road.
Travel southwest along Sturges Road (odd-numbered addresses 167 and under included) to Hercules Drive (odd-numbered addresses included) and then continue northwest to Xena Way (odd-numbered addresses included).
From Xena Way, travel west to the intersect of 66/77 Lake Panorama Drive (even-numbered addresses 66 to 144 and odd-numbered addresses 77 to 115 included).
Follow Lake Panorama Drive west to Simpson Road.
Travel north along Simpson Road (even-numbered addresses 92 to 110 included; Tasman Avenue excluded) back to the starting point.
Out-of-zone enrolments#
Each year the school board will determine the number of places likely to be available in the following year for the enrolment of students who live outside the home zone.
The board will publish this information by notice in a daily or community newspaper circulating in the area served by the school.
The notice will indicate how applications are to be made and will specify a date by which all applications must be received.
Applications for enrolments will be processed in the following order of priority:
- Special programmes: this priority category is not applicable at Summerland Primary School because the school does not run a special programme approved by the Secretary of Education.
- Applicants who are siblings of current students.
- Applicants who are siblings of former students.
- Applicants who are children of a former student of the school.
- Applicants who are either a child of an employee of the school board, or a child of a member of the school board
- All other applicants.
If there are more applicants in priority groups 2 to 5 than there are places available, selection within the priority group will be by ballot conducted in accordance with instructions by the Secretary of Education under Section 11G (1) on the Education Act 1989.
Parents will be informed of the date of any ballot by notice in a daily or community newspaper circulating in the area served by the school.
Applicants seeking second or third priority status may be required to give proof of a sibling relationship.
What these changes will mean for your family#
If you live in the enrolment scheme home area for Summerland Primary School, you will be entitled to enrol your child at the school.
Proof of residence within the home zone will be required.
The enrolment remains in place for the length of your child’s primary education or until you choose other schooling options.
Families who live outside the amended enrolment scheme home zone of Summerland Primary School will not have entitlement to enrol and can only attend if the school board enrols out-of-zone students through an official ballot process.

The new changes are proposed to come into effect from Term 4 2026.
