Purpose of this consultation#

We are working with:

  • Koromiko Mākoha (a new school opening in 2027) to develop a new enrolment scheme
  • Prebbleton School to make changes to their current enrolment scheme – in particular to their home zone.

These changes will make sure student numbers match the space available at each school.

We propose these changes start from 1 January 2027.

Before we create these new or amended enrolment schemes at Koromiko Mākoha and Prebbleton School, we want to hear from and understand community views. We especially want feedback about the design and practical implications of proposed home zone changes.

We are also separately consulting on a proposed amendment for a small change to the home zone of neighbouring Broadfield School.

About enrolment schemes#

Enrolment schemes help school boards manage enrolments and make sure children can attend their local school.

The purpose of an enrolment scheme is to:

  • help the board to manage the risk of overcrowding
  • provide a fair and transparent process for enrolment
  • make sure school buildings and spaces across local schools are being used as well as possible.

What is changing#

Koromiko Mākoha#

We are proposing a new enrolment scheme for Koromiko Mākoha when the school opens in 2027.

In the map you will see areas of interest A to E identified.

  • Area A is proposed to be included in the new enrolment scheme home zone for Koromiko Mākoha.
  • We are seeking feedback on also including some or all of areas B to E in the school's home zone.
  • All areas of interest identified are currently in the Prebbleton School home zone.
  • Area E is currently in both the Prebbleton School and the Broadfield School home zone.
  • Any areas identified in the map that are not included in the final Koromiko Mākoha home zone will stay in the home zone of Broadfield School (area E) or Prebbleton School (areas B to D).

Prebbleton School#

We are proposing to amend the enrolment scheme for Prebbleton School so there is room for future roll growth and the opening of Koromiko Mākoha (the new school in Prebbleton).

  • The current enrolment scheme home zone for Prebbleton School has been split into areas of interest A to F.
  • We propose that area F stay in the enrolment scheme home zone for the school.
  • We would like feedback on also keeping some or all of the areas B, C and D in the home zone.
  • We propose withdrawing areas A and E from the home zone.
  • Any areas identified in the map that are not included in the final Prebbleton School home zone will be in zone for another school.
  • If some of areas B, C and D stay in the home zone because of this consultation, we will likely need to think about removing them at a later date.

Students already enrolled at Prebbleton School before the enrolment scheme amendment starts can stay at the school.

Siblings of current students who live outside the amended home zone will have priority access to any out-of-zone places offered by the school.

We are consulting on including the 'additional entitlement to enrol' (grandparenting) provision in the enrolment scheme of Prebbleton School. This is to support enrolment of younger siblings whose address becomes out-of-zone as a result of the enrolment scheme change.

Additional entitlement to enrol is clearly set out and strictly controlled by law, so we are only consulting on either putting it in or leaving it out of the enrolment scheme.

Start date#

The new and amended enrolment schemes are proposed to commence from 1 January 2027.

We are interested in feedback regarding this proposed start date.

Ongoing review will be needed#

Because Prebbleton is growing, we expect we'll need to regularly review each school's home zone boundaries so we can manage growth across the town.

Overlaps#

  • There are currently some overlaps between home zones of neighbouring schools.
  • We may consider keeping overlaps in home zones, but only if it means schools will not get overcrowded.
  • Students living in a school zone overlap area can enrol at either school.

What this means for your whānau | family#

All ākonga | students who live in the home zone of each school at the date they enrol (begin attending school) will be entitled to attend that school.

Ākonga who live outside of the home zone may be able to attend if there are out-of-zone places available and an application meets legislative requirements. To do this, the school board keeps an eye on how many in-zone students enrol. This determines how many places they might have for out-of-zone students.
