Data submissions#
The data submissions outlined here were previously collected by us through the Services for Tertiary Education Organisations (STEO) application.
This application has now been replaced by DXP Ngā Kete.

Single Data Return (SDR) and Indicative Enrolment Collection (IND)#
The Single Data Return (SDR) and the Indicative Enrolment Collection (IND) are sets of provider-based delivery data. We and the Tertiary Education Commission require tertiary education organisations (TEOs) to submit this data throughout the year for:
- funding
- monitoring performance
- publishing performance information
- statistical reporting
- policy formation
- data for Statistics NZ, for use in the integrated data infrastructure (IDI).

When the SDR and IND are collected#
The SDR is collected each year in:
- April
- August
- and December.
It includes data on all learners with confirmed enrolments. It is the main source of data used for reporting on learners’ participation and attainment in provider-based tertiary education. Annual statistics are published on Education Counts.
The IND is collected in March each year. It gives an early indication of enrolment trends. The data is not usually published. It contributes to important monitoring and forecasting processes.
What TEOs report on#
Information collected by TEOs includes:
- learner characteristics
- course enrolment details and course details
- course and qualification completions (for SDR only).
Who must complete the SDR and IND#
TEOs complete the SDR and the IND if they:
- receive funding for delivery at Levels 1 to 10 on the New Zealand Qualifications and Credentials Framework, unless the delivery is work-based only
- receive funding for Youth Guarantee
- and/or have learners accessing student loans or allowances from StudyLink.
These TEOs include:
- universities
- institutes of technology and polytechnics
- wānanga
- funded private training establishments (PTEs).
Workforce questionnaire (WFQ)#
The same TEOs that complete the SDR are also required to submit the WFQ.

What data the WFQ collects#
The WFQ collects data on staff employed in TEOs. Data is submitted in December to January each year, as part of the December SDR.
TEOs submit aggregated staff numbers (headcount and full-time equivalent) by characteristics such as:
- full-time or part-time status
- staff-type (academic, research and other staff)
- gender
- ethnic group
- age group.
This data collection by us is the only national data source on the size and structure of the tertiary education workforce. The information is used to calculate student to staff ratios and to analyse trends facing the tertiary education workforce, for example:
- the international education labour market
- an ageing population
- diversity in staffing.
Annual statistics are published on the Education Counts website.
RS20#
The RS20 is a census collected annually. It contains data on the students and staff at PTEs during the week that 31 July falls in. This information is for statistical purposes only. There is no direct funding attached to the return.
We use the data you supply for:
- policy analysis
- development and decision making
- monitoring the outcomes of the New Zealand education system
- national and international reporting purposes.
Who completes the RS20#
TEOs complete the RS20 statistical return if their organisation:
- is registered with the New Zealand Qualifications Authority (NZQA) as a Private Training Establishment
- is an active PTE during the week of 31 July
- does not receive Student Component (equivalent full-time student-based) funding (and therefore does not return an SDR), and
- does not submit an Unfunded International Students (UIP) return – providers enrolling only unfunded domestic students should return an RS20.

Data submission templates can be downloaded from within DXP Ngā Kete.
Regional offices do not need to complete an RS20 as long as the central office takes into account the figures of the regional offices as well as their own.
What information TEOs must report#
RS20 consists of 9 tables. Of these, 8 cover counts of student enrolments, and 1 covers staffing counts.
Students are counted by:
- full-time and part-time status
- age
- gender
- ethnicity
- level of enrolment
- prior activity
- learning sector.
If you get an error when you upload your return#
If you get an error report when you upload your RS20 statistical return, check each comment in the report that is generated. The report guides you through where issues have arisen and what information to amend.
A common reason for the RS20 to error is that there are portions of the census which may not have needed completion. Review the flowchart to make sure you have completed the correct sections.
Another common reason is that the totals between pages should correlate with each other.
RS20 support#

Industry Training Register (ITR)#
The ITR is an online real-time tool that collects trainee and apprenticeship data from organisations that receive funding from the ITR. The TEC uses this information to calculate the organisation’s funding and monitor its educational performance.
