Oranga Tamariki has guidance about who you can talk to if you are worried about the wellbeing of a child. This includes suspected abuse or neglect of a child.

Child protection policies at early learning services#
Early learning services must have a written child protection policy that meets the Children's Act 2014's requirements.
Children's Act 2014 – New Zealand Legislation
The policy must include information about how the service will keep children safe from abuse and neglect. It must also outline how the service will report and respond to suspected child abuse and neglect.
