The UAG's role was to provide independent advice on the effectiveness of the university system, as well as its challenges and opportunities.

Its final report was published in September 2025.

Government response#

The UAG’s interim report was delivered in September 2024 and its final report was delivered in April 2025.

The Minister for Universities, Hon Dr Shane Reti has considered the UAG’s advice. It has informed the Tertiary Education Strategy 2025 and other actions.

The Science System Advisory Group#

At the same time as the UAG was established, the Ministry of Business, Innovation and Employment convened the Science System Advisory Group (SSAG). This was set up to provide advice on strengthening the science, innovation and technology system.
