Katherine Anderson KC's review, released on 13 October 2026, finds that the Teaching Council failed to keep children safe in its handling of the Timothy Fisher case.
Keeping children safe from harm and victimisation is the Council's most important responsibility. The review finds it failed in that duty.
The Government is taking these findings very seriously.
The Minister of Education has issued a letter of expectations to the Council requiring a detailed action plan and ongoing monitoring to ensure that the Council does not fail in its responsibilities as a regulator that focuses on child safety, teaching quality and public protection.
