What is changing#

From 1 September, the Education Review Office (ERO) will:

  • license and certify ECE providers
  • license school hostels
  • register private schools
  • deliver associated activities for these regulatory functions.

We will retain our role in regulation of state schools as well as policy, funding, curriculum and setting standards for early learning.

From 1 September, visit the Education Review Office (ERO) website if you’re looking for information about:

  • regulatory requirements for early childhood education, private schools or school hostels
  • making a complaint or raising a concern about an early learning service, private school or school hostel
  • how an issue will be managed.

For ECE providers and services#

Any new applications for new licences, certifications, amendments and changes of management should be directed to ERO.

Applications made before the transfer on 1 September are being transferred to ERO. You will be advised if your information has been transferred. ERO will contact you if it needs anything more.

Starting an early learning service – ERO

ERO is also now responsible for receiving and managing complaints and incidents relating to early learning regulations. Existing complaints or incidents have been transferred to ERO. ERO will contact you if anything more is needed.

Reporting an incident – ERO

Emergencies#

Important

Call emergency services if you need the police, fire service or an ambulance. Get immediate medical assistance for a child who is seriously injured or becomes seriously ill and notify a parent.

Contact ERO if you need help with a local early childhood service-related emergency, for example for:

  • service disruptions
  • facility evacuations
  • localised emergencies affecting service delivery etc.

Emergencies and serious incidents at an early learning service – Education Review Office

If a system or regional emergency response is activated, you will be contacted by the Ministry and/or ERO. For example, this includes natural disasters such as earthquakes, floods, severe weather events, and other large-scale emergencies.

Registering private schools and licensing school hostels, and their associated activities, will be delivered by ERO from 1 September. Standard setting and policy stays with us.
