The change was added to the Education and Training (System Reform) Amendment Bill at its second reading in Parliament.

The changes include transferring responsibility for licensing and certification of ECE and the Director of Regulation role to ERO. 

Subject to the Bill passing, and the progress needed to transfer these functions, regulation of ECE will be delivered by ERO from 1 September 2026.

With ERO, we have been working to prepare for the proposed transfer. This includes planning what’s needed to make the changes happen, and how to support the education sector and whānau | families. More information will be shared as this work progresses.
