Purpose of this consultation#

Due to increasing enrolments, Waitara Central School is at risk of overcrowding. We are working with the school's board to develop an enrolment scheme.

We want feedback on the proposed enrolment scheme to help inform our final decision. Review the draft map and description before giving your feedback.

About enrolment schemes#

Enrolment schemes help school boards manage enrolments and make sure children who live in the home zone can attend the school.

Enrolment schemes:

What is changing#

A key part of an enrolment scheme is the home zone. Home zones set out a geographic area, and only the students living in this area would have the right to enrol at the school.

We are proposing a home zone for Waitara Central School – see the map and written description below.

The enrolment scheme is proposed to commence on 1 January 2027, meaning it will be applied to those applying to start at the school from 2027 onwards.

Any student who is already enrolled at Waitara Central School before the enrolment scheme begins is entitled to stay at the school.

The home zone is described below in a generally clockwise direction.
1. The zone begins at the mouth of the Waitara River and follows the river upstream to
a point adjacent to the intersection of Mamaku Road and Matarikoriko Road.
2. From the intersection of Mamaku Road and Matarikoriko Road, the zone follows
Matarikoriko Road west to its intersection with Waitara Road and Kairau Road East.
• 251 Waitara Road is in zone.
• Addresses numbered off Kairau Road East are not in zone.
3. At the intersection of Matarikoriko Road and Waitara Road, the zone follows Waitara
Road north to the Waitara Industrial Line rail corridor.
4. From the intersection of Waitara Road and the Waitara Industrial Line rail corridor,
the zone follows the Waitara Industrial Line rail corridor southwest to its intersection
with Richmond Road.
5. At the intersection of the Waitara Industrial Line rail corridor and Richmond Road, the
zone follows Richmond Road north to its intersection with Devon Road (State
Highway 3).
• Addresses on Richmond Road south of the Waitara Industrial Line rail corridor
are not in zone.
• Addresses numbered off Kairau Road East are not in zone.
6. From the intersection of Devon Road (State Highway 3) and Richmond Road, the
zone follows Devon Road (State Highway 3) west to the Mangaoraka Stream Bridge.
• Addresses on Mountain Road up to and including 56 and 65 Mountain Road are
in zone.
• Addresses numbered off Kairau Road West are in zone.
7. At the Mangaoraka Stream Bridge, the zone follows the Mangaoraka Stream north to
the Waiongana Stream Bridge.
• Addresses west of the Mangaoraka Stream are not in zone.
8. At the Waiongana Stream Bridge, the zone follows the Waiongana Stream north to
the coast, and then follows the coastline north, returning to the starting point at the
mouth of the Waitara River.
• Addresses west of the Waiongana Stream are not in zone.
