Purpose of this consultation#

Enrolment schemes help school boards manage enrolments and make sure children can attend their local school.

The purpose of an enrolment scheme for a state school is to:

help the board to manage the risk of overcrowding
provide a fair and transparent process for enrolment
make sure we are making the best use of schooling facilities across the network of local schools.

What is changing#

A key part of an enrolment scheme is the home zone. The proposed amendment to the home zone for Upper Hutt School sets out a geographic area from within which students would have a right to enrol at the school.

The enrolment scheme is proposed to start from Term 4, 2026.

Entitlement to enrol#

All students who live within the relevant home zone of Upper Hutt School will have an entitlement to attend the school.

All students who are already enrolled at a school before a home zone is implemented or changed are entitled to stay at the school.

Those that live outside the home zone may be accepted if there are out-of-zone places available and their application meets legislated requirements.

Each year, applications for enrolment in the following year from in-zone students will be sought by a date which the school will publish. This will enable the board to assess the number of places which can be made available to students who live outside the home zone.

The boundary begins at the intersection of Ward Street and Fergusson Drive and follows Fergusson Drive north-east, including even-numbered addresses only (shared with Trentham School).
The boundary continues to Main Street and follows Main Street, including even-numbered addresses only (shared with Fraser Crescent School).
From Main Street, the boundary follows Gibbons Street, including even-numbered addresses, encompassing Independent Lane, then continues to McParland Street, including even-numbered addresses.
The boundary continues to Logan Street, including odd-numbered addresses and encompassing Ashford Lane (shared with Fraser Crescent School).
From Logan Street, the boundary reconnects to Main Street and follows Main Street (even-numbered addresses) to the intersection with King Street.
From King Street, the boundary diverges across land parcels to connect to Park Street at approximately number 21, where lower-numbered addresses are included (shared with Birchville School).
The boundary continues across Maidstone Park to encompass Maidstone Terrace and connects to Wallaceville Road at approximately number 95 (shared with Maidstone Intermediate School).
The boundary follows Wallaceville Road south to Lane Street (shared with Maidstone Intermediate School).
From Lane Street, the boundary extends through land parcels to encompass Alexandra Road, Joseph Balton Crescent, Dovey Katene-Horvath Street, Harry Eruera Street, Thomas Neal Crescent, William Durant Drive, George Daniels Drive and Dante Road (shared with Trentham School).
The boundary encompasses Trentham Camp Golf Course and connects to Messines Avenue, then continues along Sutherland Avenue (shared with Trentham School).
The boundary connects back to Fergusson Drive and continues south-west, including even-numbered addresses only.
From Fergusson Drive, the boundary follows Totara Street and continues to Ararino Street.
From Ararino Street, the boundary extends across land parcels to connect to Racecourse Road at approximately number 81, then continues across land parcels to Miro Street at approximately number 99, encompassing William Booth Grove (shared with Trentham School).
The boundary follows Ward Street north back to the intersection with Fergusson Drive, returning to the starting point.
