Overview#

Enrolment schemes are needed to help manage enrolments across schools.

This allows boards to:

manage the risk of overcrowding
provide a fair and transparent process for enrolment
make sure we are making the best use of schooling facilities across the area.

Enrolment schemes do mean that choice is limited in this area.

All families will have entitlement to attend a school that is reasonably convenient to them. They may not have the same entitlement to enrol at Te Kamo High School.

Every child and young person in New Zealand has the right to an education.

Not all schools need or have an enrolment scheme, but they are a way to help Boards of Trustees manage their school rolls so there are always places for local kids at local schools.

When a school has more students than places, it’s at risk of overcrowding.

Overcrowding affects the wellbeing and safety of everyone, because the learning environment and facilities can’t cope with the extra demand.

Options considered to avoid overcrowding might include making changes to an enrolment scheme or putting one in place, adding new teaching spaces to a school, or building a new school.

To ensure a balanced school network, Boards monitor their school rolls, and the Ministry monitors enrolments across all schools, so all students have the opportunities they need to learn and achieve.

If a school has an enrolment scheme to manage the risk of overcrowding, it only accepts enrolments for the space it has. A geographic boundary called a home zone is drawn around the school.

Home zones are different to zones for school transport services. If you live inside the home zone, you’re guaranteed a place at the school.

If you live outside it, you can apply to enrol, but your enrolment depends on out-of-zone places being available.

If there are out-of-zone places, applications go into a ballot, run by the Board.

The Board advertises the number of places, application deadlines, and ballot dates.

So it’s fair and transparent, applications are drawn under supervision and accepted in the order of the Education and Training Act’s six priorities – which includes siblings of current and former students.

To maintain a balanced network, a home zone might need to shrink or expand as a community continues to grow and change.

This means you might live near two local schools and be zoned for one, or the other, or both – or you once lived inside a zone and are now outside it.

Population figures, new housing, transport or roading, and the space available in nearby schools are all considered as zone proposals are developed.

If a change is needed, consultation is led by the Ministry of Education to gather the community’s views and explore options. This feedback informs the Ministry’s decisions.

When making decisions, the Ministry always looks at what’s best for all local kids, and all local schools.

Enrolment schemes ensure a balanced school network, with places and opportunities that strengthen wellbeing and learning – for every child and young person.

It is important that we hear and understand community perspectives before we establish new schemes, especially the practical implication and whether the new boundaries accurately reflect the area.

This consultation process is about enrolment schemes, which determines the entitlement to enrol. A student’s eligibility to enrol may be different to their eligibility for school transport assistance.

All students who live within the home zone described below shall be eligible to enrol at the school.

All residential addresses on both sides of boundary roads and all no exit roads off included sides of boundary roads are included in the zone unless otherwise stated.

The southern boundary of the zone begins at the intersection of Kamo Road and Whau Valley Road. The zone travels north up Kamo Road, turns east into Walker Crescent and continues through Rupert Clark Road onto Te Rauponga (SH1). The zone travels north on Te Rauponga, including addresses on the western side of the highway only. From Puna Rere Drive, the zone covers both sides of the highway. At Station Road, the zone travels east and turns into Colenso Street, Ridgeway Drive, Pebble Beach Boulevard, Royal St Annes Drive, and Balmacewan Drive. The zone turns north onto Corks Road and follows it into Gillingham Road, including all Gillingham Road addresses. The zone turns west onto Eden Terrace and follows it back to Station Road. The zone travels west on Station Road to return to Te Rauponga/State Highway 1.

Continuing to travel north on State Highway 1, the zone detours onto Saleyards Road to include all addresses, then returns to State Highway 1. Mower Road, Marua Road, Mains Road, Lookout Road, Piano Hill Road and all attached no-exit roads are included in-zone. At Hikurangi, the zone travels northeast along George Street, Valley Road, Marua Road, and Whananaki South Road (Matapouri Road addresses from 2060 up included, travelling overland to the coast between McAuslin Road (excluded) and Edge Road (included). The zone follows the coast north past Whananaki, Helena Bay, and Oakura to the northern end of Ohawini Road (included in-zone). From here, it travels west overland to join Russell Road at He Puna Ruku Matauranga o Whangaruru. It travels south down Russell Road, west on Peach Orchard Road and Teatree Flat Road, north on Puhipuhi Road, south on Mine Road, and south down Puhipuhi Road back to State Highway 1.

The zone travels west on State Highway 1 towards Hukerenui, turning north into Waiotu Block Road and then south on Tapuhi Road. It turns west onto State Highway 1 then south into Crows Nest Road. It turns west into Riponui Road and follows it around the corner to the south (5 Marlow Road included in-zone). The zone continues south down Otakairangi Road to the Lovell Road intersection; 411 Lovell Road and below included in-zone. The zone then continues south down Matarau Road to Pipiwai Road and travels west along Pipiwai Road to include addresses up to the intersection with Lovell Road (remaining Lovell Road addresses excluded).

The zone travels back down Pipiwai Road and turns southwest onto Knight Road to include addresses 232 Knight Road and below. It then travels back up Knight Road, turns south onto Attwood Road, then north into Kokopu Road (Roydon Drive and Kokopu Road addresses north of the Mangere River included

in-zone). The zone turns east onto Pipiwai Road then southeast into Three Mile Bush Road. Following Three Mile Bush Road to the east, it turns south into Te Puia Street and northeast into Fairway Drive, following the road around and south to Whau Valley Road (all Whau Valley Road addresses included). It travels east down Whau Valley Road back to the intersection with Kamo Road (Kamo Road addresses south of the intersection excluded).
