Overview#
The purpose of this enrolment scheme is to:
- help the Board of this school to manage situations where there is more demand for enrolments than there are places available within their maximum roll
- provide a fair and transparent process for enrolment
- make sure we are making the best use of schooling facilities across the Catholic Education Network in Christchurch.
Legislation#
Read about the purpose and principles of an enrolment scheme in the Education and Training Act 2020.
If there is, or is likely to be, more applicants for enrolment at a state integrated school than there are places available, the Ministry of Education must establish an enrolment scheme for the school.
State integrated schools are not required to have a home zone but must prioritise applicants for whom the school is a reasonably convenient school.
Proposed enrolment scheme#
The proposed enrolment scheme identifies areas of reasonable convenience for St Anne’s School (Woolston) in the form of Primary and Secondary Qualifying Parishes.
It is proposed that applicants who live in a Primary Qualifying Parish will be prioritised above applicants who live in a Secondary Qualifying Parish. Applicants who live in a Secondary Qualifying Parish will be prioritised above applicants who live outside a Qualifying Parish.
This is a format that has been consulted upon and agreed with the Catholic Education Office.
Special programme#
The proposed enrolment scheme also includes the enrolment details for entry into the special programme (Samoan bilingual programme), which is operated by the school.
Enrolment into the Special Programme is operated separately from general enrolment. For entry into the special programme, there is a proposed wider area of reasonable convenience, proposed as the Stella Maris Parish (Catholic Parish of Christchurch East).
Additional entitlement to enrol#
The proposal includes an "Additional entitlement to enrol" provision. This provision proposes that preference applicants who are siblings of students enrolled at the date that the enrolment scheme is implemented by the school's Board will be considered as if they live within the school’s catchment.
Read the details of this provision within the proposed enrolment scheme and provide specific feedback if this affects you.
Start date#
This enrolment scheme is proposed to commence from 1 January 2026.
All students who are already enrolled at this school before the enrolment scheme commences are entitled to stay at the school.
Information about the consultation#
It is important that we hear and understand community perspectives before we establish this enrolment scheme, especially the design of the enrolment categories and priorities.
This consultation process is about enrolment schemes, which determines the entitlement to enrol. See the FAQs for definitions of pre-enrolment and enrolment.
