Enrolment schemes

Overview#

The purpose of an enrolment scheme is:

  • to help the school board manage the risk of overcrowding
  • to provide a fair and transparent process for enrolment, and
  • to make sure we are making the best use of schooling facilities across the network of local schools.

If overcrowding occurs or is likely to occur at a state school, we must establish an enrolment scheme for the school.

Due to an increase in enrolments in Ngāruawāhia schools, and further proposed housing developments, these schools are now at risk of overcrowding.

Enrolment schemes mean all families will have entitlements to attend a school that is reasonably convenient to them. They won’t necessarily have the same entitlement to enrol at all state schools.

Important

All students who are already enrolled at these schools before the enrolment schemes commence, or changes to the schemes are made, are entitled to stay.

What happens next#

After consultation is finished, we will collate all feedback and process this information to make sure it meets the requirements of the Education and Training Act 2020 (Schedule 20, Clause 5).

If we are satisfied that the proposed enrolment schemes meet these requirements, the enrolment schemes will be finalised and provided to the school boards. The boards must implement the finalised enrolment schemes as soon as practicable.

The enrolment schemes are proposed to commence from 6 October 2025 (Ngāruawāhia Primary School) and 1 January 2026 (Ngāruawāhia High School).
