Enrolment schemes are needed to help manage the risk of overcrowding at schools. You can find more information about enrolment schemes below.
Overview#
The purpose of an enrolment scheme is:
- to help the school board manage the risk of overcrowding
- provide a fair and transparent process for enrolment, and
- to make sure we are making the best use of schooling facilities across the network of local schools.
If overcrowding occurs or is likely to occur at a state school, we must establish an enrolment scheme for the school.
Due to an increase in enrolments at Fairfield College, the school is now at risk of overcrowding.
Enrolment schemes do mean that all families will have entitlements to attend a school that is reasonably convenient to them but won’t necessarily have the same entitlement to enrol at all state schools.
All students who are already enrolled at Fairfield College before the enrolment scheme commences are entitled to stay at Fairfield College.

What happens next#
After consultation is finished, we will collate all feedback and process this information to ensure it meets the requirements of the Education and Training Act 2020 (Schedule 20, Clause 5). If the Ministry is satisfied that the enrolment scheme amendment meets these requirements, the enrolment scheme will be finalised and provided to the Board.
The school board must implement the finalised enrolment scheme as soon as practicable.
The amended scheme is proposed to commence from 1 January 2026.
