Purpose of this consultation#

We are working with:

  • Te Mātaitihi (a new school opening in 2027) to develop a new enrolment scheme
  • Oaklands Te Kura o Ōwaka and Te Kura o te Tauawa Halswell School to make changes to their current enrolment schemes – in particular to their home zones.

We have consulted with the establishment board of Te Mātaitihi and the school boards of Oaklands Te Kura o Ōwaka and Te Kura o te Tauawa Halswell School to draft enrolment schemes for each school. These schemes make sure student numbers match the space available at each school.

We propose these changes start from 1 January 2027.

Before we create these new or changed enrolment schemes at Te Mātaitihi, Oaklands Te Kura o Ōwaka and Te Kura o te Tauawa Halswell School, we want to hear from and understand community views. We especially want feedback about the design and practical implications of proposed home zone changes.

About enrolment schemes#

Enrolment schemes help school boards manage enrolments and make sure children can attend their local school.

A key part of an enrolment scheme is the home zone.

The purpose of an enrolment scheme is to:

  • help the board to manage the risk of overcrowding
  • provide a fair and transparent process for enrolment
  • we are making the best use of schooling facilities across the network of local schools.

What is changing#

Te Mātaitihi#

We propose a new enrolment scheme for Te Mātaitihi for the opening of the school.

In the map you will see areas of interest A to D identified. We are proposing that these areas become the home zone for Te Mātaitihi and we want your feedback on whether the areas should be included or not included in the zone.

When you are completing the survey, please be specific about areas of interest you are discussing.

Oaklands Te Kura o Ōwaka#

A large number of students live in the current Oaklands Te Kura o Ōwaka school zone, and the number of students attending the school is growing. The opening of Te Mātaitihi will help reduce pressure on student numbers at Oaklands Te Kura o Ōwaka because it allows Oaklands' home zone to be made smaller.

We are proposing to remove the addresses east of Halswell Road (the south‑eastern part) from the current zone. This will help manage the number of students at Oaklands Te Kura o Ōwaka and support the opening of Te Mātaitihi.

While this is a significant change to the home zone, there will still be enough students in the Oaklands Te Kura o Ōwaka zone to keep student numbers at the school stable. More housing is being developed in the zone, so the school is expected to keep growing over the next few years.

Te Kura o te Tauawa Halswell School#

There is ongoing roll pressure at Te Kura o te Tauawa Halswell. When a school starts to approach its maximum capacity of students, we need to take steps to avoid overcrowding. One of the first steps is to review and change the school’s home zone so some families are directed to nearby schools that still have room.

We are proposing to remove parts of the northern area from the current school zone. The areas being considered for removal are shown as areas B and C on the map. Removing these areas will help reduce pressure on Te Kura o te Tauawa Halswell and support the opening of Te Mātaitihi (the new school on Milns Road).

Start date#

The new and amended enrolment schemes are proposed to commence from 1 January 2027.

What this means for your whānau | family#

Students already enrolled at Oaklands Te Kura o Ōwaka or Te Kura o te Tauawa Halswell School before the enrolment scheme amendment starts can stay at the schools.

Students who live in the home zone of each school at the date they enrol (begin attending school) will be entitled to attend that school.

Students who live outside of the home zone may be able to attend if there are out-of-zone places available and an application meets legislative requirements. To do this, the school board keeps an eye on how many in-zone students enrol. This determines how many places they might have for out-of-zone students.

Siblings of current Oaklands Te Kura o Ōwaka or Te Kura o te Tauawa Halswell School students who live outside the amended home zone will have priority access to any out-of-zone places offered by the school.

Additional entitlement to enrol#

We are consulting on including the 'additional entitlement to enrol' (grandparenting) provision in the enrolment schemes of Oaklands Te Kura o Ōwaka and Te Kura o te Tauawa Halswell School. This is to support enrolment of younger siblings whose address becomes out-of-zone as a result of the enrolment scheme change.

Additional entitlement to enrol is clearly set out and strictly controlled by law, so we are only consulting on either putting it in or leaving it out of the enrolment scheme.
