Introduction#

We are asking for feedback on the Education (Early Childhood Services) Amendment Regulations 2025, which propose changes to the Education (Early Childhood Services) Regulations 2008.

These changes will:

• introduce new tools with different levels of compliance to make sure the regulations and licensing criteria are followed
• allow the Director of Regulation to issue a public notification of non-compliance
• raise the threshold for licence reclassification and suspension.

What we hope to achieve through consultation#

We would like to hear from the early learning sector, whānau | families, caregivers, and others who care about the tamariki | children of Aotearoa New Zealand.

We are seeking feedback on whether the changes are clear and easy to understand and what impact they may have on different stakeholders.

After the consultation closes, we will analyse submissions and any other evidence before providing Ministers with advice on the final text for the regulations.
