Overview#

If overcrowding occurs or is likely to occur at a state school, we must establish an enrolment scheme for the school. This is to:

• help the school board to manage the risk of overcrowding
• provide a fair and transparent process for enrolment
• make sure we are making the best use of schooling facilities across the network of local schools.

Proposed enrolment scheme#

A key part of an enrolment scheme is the home zone.

The proposed home zone for Burnham School – Te Kura o Tiori sets out a geographic area from within which students would have a right to enrol at the school. It reflects the boundaries of existing primary school home zones in the area and provides an appropriate and sustainable level of in-zone local demand for Burnham School – Te Kura o Tiori.

The proposed enrolment scheme also includes details for enrolment into Te Reo Māori Bilingual Special Programme operated by the school.

Start date#

The enrolment scheme is proposed to start from 1 January 2026 (Term 1).

Entitlement to enrol#

All ākonga | learners who live within the relevant home zone of Burnham School – Te Kura o Tiori will have an entitlement to attend the school. Those that live outside the home zone may be accepted if there are out-of-zone places available and their application meets the legislated requirements.

To be able to do this, boards at state schools keep an eye on the number of applications received from in-zone students to help them determine the places they might have available for out-of-zone students once all in-zone enrolments are accepted.

Students already enrolled at Burnham School – Te Kura o Tiori#

All students who are already enrolled at Burnham School - Te Kura o Tiori before the enrolment scheme commences are entitled to stay at Burnham School – Te Kura o Tiori.

Siblings of enrolled students will have priority access to any out-of-zone places offered by the school.

This consultation is about the enrolment scheme for Burnham School – Te Kura o Tiori. Changes to the enrolment schemes for other schools are not being considered as part of this process.

It is important that we hear and understand community perspectives before we establish this new enrolment scheme at Burnham School – Te Kura o Tiori, especially the design and practical implications of the home zone and the proposed commencement date.
