PB4L is a framework that supports teachers to get better learning outcomes for children. It includes a range of initiatives that support schools, teachers and students dealing with different challenges.

PB4L also supports parents and whānau | families to build strong relationships and a more positive home environment.

In Budget 2026, funding for some PB4L programmes has been changed to support the Government’s top education priorities.

PB4L School-Wide#

PB4L School‑Wide is a framework for creating positive learning environments across the school. It is for both the school as a whole and individual students.

Each part of the framework helps schools to better support student wellbeing, positive behaviour and engagement in learning.

Kaupapa Māori | Māori initiatives#

Huakina Mai#

Huakina Mai means ‘opening doors'. It helps schools, whānau and iwi to work together to build a positive school culture that recognises and celebrates Māori students and supports their achievement in education.

Te Mana Tikitiki#

Te Mana Tikitiki is a programme that supports Māori students aged 8 to 12 who are disengaging from education. It uses tikanga and te reo Māori to build resilience, self-esteem and confidence and support them to re-engage in learning and achieving.  

This initiative will be delivered by our iwi partner Ngāti Pūkenga until December 2026.

Incredible Years#

Teacher programme

This programme helps teachers support children aged 3 to 8 by giving them strategies they can use to create positive learning environments. 

Teachers meet monthly over 6 sessions and get funding to cover time away from the classroom.

Parent programme

This is a course for parents and caregivers of children aged 3 to 8. 

It helps them to:

  • build skills to support their child
  • create a positive home environment that supports social, emotional and communication skills.

Incredible Years Autism#

Teacher programme

This programme is for teachers working with children aged 2 to 5 who have autism. It helps teachers to support emotional regulation, social skills and language development. 

Teachers meet regularly over 6 sessions and get funding to cover their time. It works alongside the parent programme so everyone supporting the child is using similar approaches.

Parent programme

This programme is for parents and caregivers of children aged 2 to 5 who have autism. It helps build the knowledge and skills parents need to support:

  • emotional regulation
  • communication
  • social skills
  • readiness for school.

Incredible Beginnings#

Incredible Beginnings is for early learning teachers working with children aged 1 to 5. It helps teachers create safe, supportive environments where children can develop social skills, emotional awareness, self‑control and strong relationships.

Restorative Practice#

Restorative Practice focuses on building, keeping and repairing respectful relationships across the school and its community. It:

  • helps create positive relationships between people
  • encourages a caring school culture
  • supports inclusive and culturally responsive ways of working.

Waikato University will be delivering this programme to schools that have opted in until December 2026.
