SELO is for staff and leaders at licensed early learning services and certificated groups. SELO is grouped into 2 programmes.
Programme 1: support to meet licensing requirements#
Programme 1 provides in-depth professional learning and development (PLD) to early learning services to help them meet licensing requirements. This may include support for:
- governance and management
- health and safety
- Te Whāriki curriculum.
How to access programme 1 funding#
Programme 1 will be delivered by the Education Review Office (ERO). It now licenses and certificates early learning services.
ERO is working to confirm how it will allocate the $2 million annual funding for programme 1.

Programme 2: regionally allocated professional learning and development#
Regionally allocated professional learning and development (RAPLD) is curriculum-focused. It helps services meet education priorities.
RAPLD targets services that are most likely to enrol children who would benefit the most from participating in early childhood education.
Focus areas may include:
- supporting high-quality local use of Te Whāriki
- developing a curriculum focused on early numeracy and literacy
- supporting children's identity, language and culture through an inclusive and welcoming learning environment
- growing the leadership skills of teachers, kaiako and other education leaders
- strengthening social and emotional learning
- building stronger partnerships with whānau | families
- improving education and care for children under 2 years old.

SELO panel providers#
There is an approved panel of providers who are contracted by our regional staff to deliver PLD to services across the country.
Contact us for more information about becoming an approved SELO provider. New applications for the panel are evaluated in March and September.
