Using the funding
Once an ākonga | student's eligibility for the School High Health Needs Fund (SHHNF) is confirmed, your school should contact your local Ministry of Education office.
A service manager will allocate a key contact person. Their role is to to be your point of contact and to support you through the initial development of the individual care plan (ICP).
Mātua | parents must be consulted about the level of support provided based on the information in the ICP.
Individual care plans
Ākonga in the SHHNF will need to have an individual care plan. An individual care plan sets out goals for the ākonga.
The individual care plan (ICP) will detail:
- a brief summary of ākonga health needs
- the care and supervision tasks the support person completes, how long each task takes and how many times a day and week the tasks are completed
- what tasks an ākonga can do independently and what tasks they need help with a brief summary of the plans and strategies the school has in place to help the ākonga towards managing their own care needs to the best of their ability and as quickly as possible. Most ākonga become independent in managing their health care needs. A very small number of ākonga may need the fund’s support throughout their schooling
- the monitoring system that will ensure the care remains appropriate to ākonga needs during the year
- the evaluation process that will determine the ongoing level of need for care and supervision, together with information about the progress of ākonga towards being able to manage their own needs
- signatures of mātua/caregivers and the educator.
How often should you review the ICP?
The ICP must be reviewed at least annually. It should be reviewed more often if the needs of the ākonga change.
When you review an ICP you should facilitate a meeting that includes:
- mātua
- educators (including your key contact), and
- a health care professional (if appropriate).

Daily records
Daily records must be provided when mātua and schools are applying to extend ākonga time in the SHHNF.
The verifiers require the last 10 weeks of daily records.

Your responsibilities
The SHHNF supports the care of ākonga with high health needs and should be targeted to those times of the school day where that care is most needed.
Support is based on the:
- latest ICP, and
- ākonga attending school full time.
Employing the support person
As the employer, the terms and conditions of employment of the support person are the responsibility of the school.
You must determine:
- the appropriate grade, and
- hourly rate of pay.
The role of the support person is to assist the classroom teacher, and will involve a range of tasks as directed by the teacher and employer.
Reviewing access to the fund
The fund supports ākonga with their health needs at school while helping them learn to manage their own care needs to the best of their ability and as quickly as possible. Most ākonga develop self-awareness and independence in managing their health care needs. A very small number of ākonga may need the fund’s support throughout their schooling.
Mātua and school will be sent a reminder letter about 1 term before the time in the fund is due to finish. (Letters will not be sent for ākonga who were in the SHHNF for a short time only.)
Ākonga in the fund will be reviewed by Ministry of Education verifiers on receipt of a review application.
