All-of-Government (AoG) office supplies contract

Quick overview 

New Zealand Government Procurement (NZGP) is the business unit within the Ministry of Business, Innovation and Employment (MBIE) that manages the AoG office supplies and other AoG contracts.

MBIE uses the collective buying power of the public sector to negotiate contracts with discounted prices. Schools are also able to join these contracts instead of having to negotiate their own deals.

The office supplies contract offers a wide range of products in the following categories: 

  • Key office supplies

Stationery, photocopy paper, canteen supplies, such as tea bags and instant coffee, and basic first aid and under sink cleaning supplies

  • Educational supplies

Arts and crafts, exercise books, presentation hardware such as whiteboards, clipboards and plastic holders for brochures, filing system consumables

  • Cleaning and hygiene

Cleaning chemicals, such as bleach, hygiene consumables, such as hand sanitiser and cleaning implements, such as latex gloves, brushes and cloths

  • ICT consumables

Printer cartridges, data storage media, such as USBs, and computer accessories

  • Washroom consumables

Hand soap, hand towels and toilet paper

If you choose to join the contract, you can sign up to buy from one or more of these categories from a range of contracted suppliers across New Zealand. This means your school can choose to buy from the categories and suppliers that best suits its needs.

Once signed up to a category and supplier, you should buy all the products your school needs in that category from your chosen supplier. This is important because the preferential prices AoG suppliers offer are based on those joined up to AoG contracts buying from them exclusively.

Joining the AoG office supplies contract

Before you begin

If your school hasn’t already signed up to an AoG contract, you’ll need to complete a non-disclosure agreement (NDA).

By completing the NDA, your school is agreeing not to share the information it receives about suppliers and their pricing, with anyone else who does not share responsibility for buying at your school.

This is important for protecting AoG suppliers’:

  • commercially sensitive information, and
  • ability to continue to provide preferential pricing to the public sector.

Decide which categories you might want to buy from

You can choose to buy from one or more of the following categories:

  • Key office supplies - stationery, photocopy paper, kitchen supplies, such as tea bags and instant coffee, basic first aid and under sink cleaning supplies, such as dishwashing liquid
  • Educational supplies – arts and crafts, exercise books, presentation hardware such as whiteboards, clipboards and plastic holders for brochures, filing system consumables, such as dividers
  • Cleaning and hygiene - cleaning chemicals, such as bleach, hygiene consumables, such as hand sanitiser and cleaning implements, such as latex gloves, brushes and cloths
  • ICT consumables – cartridges, data storage media, such as USBs, and computer accessories
  • Washroom consumables –hand soap, hand towels and toilet paper.

Think about what you buy, how much you spend, and what’s important to you when you buy

List the products you buy in each of the office supplies categories and what you pay for each of them. You may also want to think about the quality of those items and any outcomes buying certain products or buying from certain suppliers can help achieve. This will help you to compare the value your school is achieving now with the value it can achieve by joining the AoG contract.

To do this, you’ll need to think about what’s important to your school. This could include:

  • lowest price
  • wide product range
  • simple ordering and invoicing processes
  • buying from New Zealand businesses or businesses that help keep New Zealanders in work
  • reducing waste, for example using products that are recyclable, or use less packaging.

Choose which AoG suppliers you want to buy from

You’ll need to choose an AoG supplier to buy from for each category you join.

As part of working out which one will best meet your school’s needs, you may wish to compare the products, pricing and customer service of more than one AoG supplier for each category. To help you do this, you may wish to: 

  • view the list of Office supplies suppliers
  • use the price comparison tool, which has been especially designed for schools. This tool compares the prices of the products schools most commonly buy through the AoG office supplies contract, in each of the contract’s categories – you’ll need to use your school’s RealMe login to access this and/or
  • invite a shortlist of AoG suppliers to provide a quote to help you compare them.

Step 4 of 4

Join the contract and enter into an agreement with suppliers you’ve chosen to buy from

Once you’ve chosen an AoG supplier for each category you wish to join, you’ll need to read through the AoG Office Supply Agreements, and the Memorandum of Understanding (MoU) for the contract. Together these documents set out the obligations:

  • your school has, such as buying all the goods it needs in the categories it has signed up to from its chosen AoG suppliers
  • AoG suppliers have to your school, such as supplying goods at the agreed prices
  • MBIE has to manage the contract, including managing supplier relationships and performance.

You’ll then need to formally join the contract by signing a Letter of Accession (LoA). This confirms that your school agrees to the terms and conditions of the contract and the MOU.

Once you’ve done this, your school will be able to start ordering office supplies at AoG prices.
