Annual Maximum Fee Movement

Every year, the Government regulates the maximum level by which tertiary education organisations can increase tuition fees through the Annual Maximum Fee Movement (AMFM).

The AMFM applies to domestic students enrolled in courses that receive government funding at New Zealand Qualifications Framework (NZQF) level 3 or above.

Prior to setting the AMFM, the Minister responsible for tertiary education consults on the conditions of the AMFM notice. This notice is published in the New Zealand Gazette and people are invited to send in their submissions.

The Minister of Education invited submissions on a proposed AMFM rate of 2 percent for 2020 on 17 July 2019. Submissions closed on 7 August 2019.

After reviewing the submissions received in consultation, The Minister of Education set the Annual Maximum Fee Movement at 2 percent for 2020 on 16 September 2019.
