Regulatory reminders for the Early Learning sector for July 2019 regarding qualifications requirements.

Qualifications requirements

All early learning services must meet qualification requirements for licensing.

In teacher-led, centre-based and hospital-based services, 50% of all required staff must hold a recognised early childhood education (ECE) teaching qualification. In teacher-led and home-based services, any person responsible must hold a recognised ECE teaching qualification and a current practising certificate. Recognised New Zealand ECE teaching qualifications are listed on the TeachNZ website. Overseas qualifications must be assessed as comparable to a New Zealand ECE teaching qualification before they can be recognised.

Playcentres have group supervision and person responsible requirements. All services must keep records to demonstrate compliance with qualification requirements. These records must be made available to Ministry staff on request.
