Early Learning Funding Update – September 2018
Funding reminders for the Early Learning Sector for September 2018 including information about RS7s and ERS.
On 1 November 2018 the Ministry will pay the next instalment of ECE funding to services that submitted their RS7 return by 5 October 2018.
Services that submit their RS7 return after 5 October, but before 6 November, will receive funding overnight on Tuesday 20 November 2018.
Emails acknowledging receipt of the RS7 returns are sent out to services. If you do not receive an acknowledgement email within 2 working days of your submission, please check your student management system or ELI reports and contact the Ministry.
Funding notices are posted to services on the payment date. The Ministry does not provide confirmation of amounts prior to this date.
Early learning services are responsible for ensuring the accuracy of the data submitted. Resubmissions are available to correct genuine errors or oversights that come to light at a later date.
Resubmissions for the June to September 2018 period should be made electronically. Resubmissions may be audited by the Ministry’s Monitoring Team to verify their accuracy. Submissions that relate to earlier than October 2017 will not be processed.
For information about the funding rules, please refer to the ECE Funding Handbook published on our website.
Information about the electronic RS7 returns and ELI is available on the Early Learning Information System (ELI) Homepage.

- Phone: 0800 ECE ECE (323 323)
- Email: email@example.com.
For any licensing or general operational matters, contact your Local Ministry office. Please contact this office if you require any updates to your service’s contact details.
ECE key funding dates for 2018 are published on education.govt.nz.
Thanks to all of you who submitted your Playgroup Operational Funding (PG3) forms on time for the 31 August deadline. An overnight payment will be made on 19 October. For those of you still to return your forms, please ensure you do so as soon as possible. A late payment will be made on 20 November.
This is a reminder that this funding round is being processed in the new Education Resourcing System (ERS). This means that instead of a paper-based advice notice, you will receive an email confirming the details of your payment. If any important contact details have changed for your Playgroup (e.g. email address or phone number), please contact your regional Education Advisor.
From October any Playgroup Special Grants (PG4) that you apply for will also be paid via the ERS. You will continue to apply for PG4 grants in the usual way by filling in the paper form, but the confirmation and details of the payment will be sent to you by email.
The process of setting up Playgroups with access to ERS is due to kick off shortly. You will be contacted soon by your regional Education Advisor about this. This will allow you to submit future PG3 forms online and access all of your payment-related information.
Updates will be provided in future issues of He Pānui Kōhungahunga. For more information and FAQs you can visit the ERS page on education.govt.nz or email us at ERS.firstname.lastname@example.org.
