Each year early learning services are required to send to the Ministry of Education a copy of their audited financial statements.
Early learning services that receive Ministry funding of more than $80,000 (including GST), and have operated for a full financial year ending in 2017, must send their audited financial statements and Declaration Form to the Ministry by 30 June 2018.
Early learning services that operated for only part of the financial year or received less than $80,000 (including GST) from the Ministry only need to complete and submit a Declaration Form by 30 June 2018.
If you don’t submit your 2017 audited financial statements, or your statements do not meet the financial reporting requirements, your 1 November 2018 advance funding may be withheld.
Financial reporting requirements
The following documents must be submitted together before 30 June 2018:
- Completed and signed Declaration Form for each service number [DOCX, 73 KB]
- Audited financial statements
- Independent auditor’s report
- Report on any equity funding received by each early learning service from the Ministry.
Please ensure each document is marked with the relevant service number. Do not send your documents separately.

On 2 July 2018, the Ministry will pay the next instalment of ECE operational funding to services that submitted their RS7 return by 8 June.
Services that submit their RS7 return after 8 June, but before 5 July, will receive funding overnight on Friday 20 July 2018.
Emails acknowledging receipt of the RS7 returns are sent out to services. If you do not receive an acknowledgement email within 2 working days of your submission, please check your student management system or ELI reports and contact the Ministry.
Funding notices are posted to services on the payment date. The Ministry does not provide confirmation of amounts prior to this date.
Early learning services are responsible for ensuring the accuracy of the data submitted. Resubmissions are available to correct genuine errors or oversights that come to light at a later date.
Resubmissions for the February to May 2018 period should be made electronically. Resubmissions may be audited by the Ministry’s Monitoring Team to verify their accuracy. Submissions that relate to earlier than June 2017 will not be processed.

You may have heard that the Ministry is developing a new online funding system called the Education Resourcing System (ERS). The current IT system that calculates funding for early learning services and schools is more than 25 years old and will be replaced by 2020.
Playgroup Operational Funding (PG3) forms for July to December 2018 are currently being mailed out. They should be completed and returned to our regional offices in the usual way. The Ministry will process the payments through the new ERS system. The only difference you will notice for the next payment is that you’ll receive a payment advice notice by email rather than a paper one.
So that we have the most up-to-date email contact details for your Playgroup in our records, please update these on your PG3 form when it is returned or contact your Regional Playgroup Advisor who can assist you with any required updates.
From early 2019, the ERS will start to roll out to the sector. This means that Playgroups will be able to apply for funding and access their payment advice notices online. Further information and details on training will be available before the roll out begins.
The ERS will improve and simplify the way education providers apply for funding and access resourcing information. Manual processes and paper forms will be automated, enabling online funding applications. Notifications and other funding information will also be able to be accessed electronically.
The introduction of the ERS will not affect the way early learning services receive their funding. Only the technology used to calculate the funding and the way funding information can be accessed will change.
This means staff from early learning services who are involved with funding will still perform the same tasks, but in a different way.
To ensure the ERS system works well for you, we continue to involve sector representatives in the development and testing of the ERS. Sector representatives provide specialist advice on the different aspects of resourcing from an early learning perspective.
